Certified Payrolls

Certified payrolls are administered by the following federal labor acts: Davis Bacon and Related Acts, Copeland Act, Contract Work Hours and Safety Standards Act, and Fair Labor Standards Act.

When the federal government provides funding to CDOT, CDOT must comply with federal requirements outlined in FHWA 1273 - Required Contract Provisions Federal-Aid Construction Contracts.

The U.S. Department of Labor is the final authority for all labor related issues. It is the responsibility of the Contractor to comply with all contract requirements and assure compliance of all subcontractors, regardless of tier.

There are several certified payroll trainings conducted each year at CDOT Headquarters for project personnel. They are posted on CDOT’s intranet website in advance. Trainings may also be conducted at field offices if necessary.
