CDOT/FHWA Stewardship and Oversight Agreement

The Colorado Stewardship and Oversight Agreement (SOA) formalizes the roles and responsibilities of CDOT and the Federal Highway Administration (FHWA), the Colorado Division for administering the Federal-Aid Highway Program (FAHP).

It outlines a risk-based approach to effectively and efficiently manage the public funds, and ensure the FAHP is delivered in accordance with applicable laws, regulations, and policies, and is consistent with good business practices.
