5.1. Overview

Planning, programming, budgeting, and cash management interweave across time and through the lifecycle of projects (see Figure 5-1). Changes that occur during one process trigger changes within the others. As projects are conceived, funded, created, and delivered, they draw from planning totals, spend cash, improve asset condition, and generate a multitude of data tracking requirements.

The primary objective of this chapter is to help inform the management of planning totals. The chapter summarizes past work of Program Management, Division of Accounting and Finance, Division of Transportation Development, Project Support, and others to help connect the relevant personnel, data elements, and other attributes associated with programs and projects. The table at the end of this chapter references the user through links to some relevant rules, regulations, reports, and other key documents.
