Utilities and Railroad

When is this applicable for your project?

A formal Utility Clearance and a separate Railroad Clearance are required for all projects to be advertised.

What are the Roles and Responsibilities in this arena?

The Utilities group ensures all public and private utilities are fully addressed, accounted for, accommodated and coordinated for the project. The Region Utility Engineer (RUE) will advise the PM regarding the procedures and processes that the project needs to follow, and will provide advice as needed. Much of the Agreements and coordination with utility companies will be handled by the RUE and their staff, but the PM is responsible to provide project information including scope, schedule, and notification of changes that may occur, to inform the efforts. The Utilities phase must be authorized before Utilities activities that incur costs. Can be accomplished, such as Utility relocations. These requirements, as well as the utilities and locations,  need to be incorporated in the plans and specifications.

The Railroad Program Manager (RPM) must be included on the project team if the work impacts Rairoad Right of Way (ROW), including changes to hydraulics. Communication with the Railroads must come from the RPM. Railroad companies will need to review design plans, and requirement payment from CDOT for these services, which will be paid for via Task Order inititated by the RPM. The RPM will guide the Project Manager through the processes to work with the railroad companies on any encroachment including temporary encroachments during preconstruction, new grade separations, or other agreements.

Railroad plan reviews may take more than a year, including clearance and agreements.
