When is this applicable for your project?

All CDOT projects have traffic impacts and will need both Region and HQ (Operations Branch) support and input.

What are the Roles and Responsibilities in this arena?

Operations: The Project Manager (PM) must request an Operations Evaluation from the Mobility and Operations Branch at least 45 days prior to the DSR meeting. The Mobility and Operations Branch will supply this, including historical crash data and recommendations for improvements to include in the project scope. The Project Manager also obtains the latest Traffic data through CDOT's online database for state highways, or through local resources for non-CDOT roadways, and records this on the plans and form 463. An ITS representative must also be consulted for necessary scope inclusions. When applicable, Turning Movement volumes shall also be requested from the Division of Transportation Development for the design of a new or modifications to an existing intersection or interchange, which will be reflected in the plans.

Signals: The Region Traffic Engineer (RTE) shall establish a warrant for any signals in the project through a comprehensive study, and certify this with a letter of justification. Using the intersection layout provided by the Project Manager, the Project Traffic Engineer (PTE) will put together a Traffic Signal Plan, including a geometric layout of the intersection with the poles, faces, cabinets, power, utilities, phasing, other pertinent location information, and quantities. The PTE will also provide specifications and special provisions. The RTE will review and approve this plan, and the PM will incorporate it into the final plan package.

Signing and Striping: The proposed final signing and striping will be included in the project plans. The Project Manager supplies the PTE with the plan sheets, and the PTE then tabulates and adds the existing traffic controls to these plans, as well as anything new, modified, or to be removed. The PTE will supply a tabulation of signing and striping quantities, and any specifications and special provisions, and the PM will incorporate these items into the final plan package.

Lighting: Proper roadway lighting will also be part of the project scope, and a lighting plan reflecting this must be prepared by a qualified engineer. The Region Utilities Engineer will also be involved to make sure the materials are compatible with the utility company, and power source locations are created and identified, which may require a lighting agreement with said company. The Project Manager will supply the roadway layout that will serve as the basis for the lighting plan. A qualified engineer will create a lighting plan which will include luminaire type and locations, voltages, size and location of conduit, pull boxes, junction boxes, any other pertinent electrical information, and a tabulation of quantities. The lighting engineer will also provide specifications and special provisions that the PM will incorporate into the final plan package.
