Colorado Organizations Interested in Transit Funding: 

The Colorado Department of Transportation (CDOT) Division of Transit and Rail (DTR) is pleased to announce its very first Super Call Notice of Funding Availability (NOFA) soliciting applications for 2022 Capital, Planning, Administrative and Operating Transit Projects.

Attached is the 2022 Transit Super Call NOFA (Attachment 1), which provides important information such as available Federal and State transit funds, applicant eligibility, project eligibility, evaluation criteria and more. Please review the NOFA thoroughly as CDOT has updated the NOFA to address issues and concerns from previous calls for projects and attempted to provide additional instructions and guidance for completing applications.

For current CDOT sub-recipients who have COTRAMS (CDOT online award management system) accounts, CDOT will be releasing online applications in the system for each project type and one pre-application for each agency for agency information updates.

For organizations that are not currently CDOT sub-recipients and don't have COTRAMS accounts, please fill out the attached New Applicant Questionnaire (Attachment 2) first, so CDOT can screen your eligibility for receiving funds prior to having you set up in COTRAMS and releasing online applications. Please send the completed New Applicant Questionnaire to Jenny Gritton at as soon as possible but no later than July 2, 2021.

CDOT strongly encourages agencies to utilize CDOT’s ADA Accessible Vans and Cutaway Bus Price Agreements for vehicle acquisitions for this call. Please find attached CDOT Vans and Cutaway Bus (BOC) Price Agreements 2022 NOFA Cost Estimate Information (Attachment 3 and 4) within this email. 

For organizations interested in applying to the Settlement Program, please be sure to fill out the attached Settlement Program Supplemental Questions (Attachment 5), and then attach it within your COTRAMS Settlement Program application. 

For organizations interested in applying for the Zero-Emission Vehicle (ZEV) Transition Planning program, please fill out the attached ZEV Transition Planning Application (Attachment 6), and send it to Michael King at [email protected] directly.

CDOT will be hosting a virtual workshop for this Super Call NOFA on June 14, 2021 from 10:00 am to 11:30 am to address any questions or concerns regarding the call. Everyone interested in applying is strongly encouraged to read this NOFA, jot down questions, and then join us at:
