Colorado Highway 115 Improvements

CO 115 asphalt paving to resume this spring


CDOT is in the middle of a major reconstruction project on Colorado Highway 115 between Penrose and Colorado Springs. As soon as consistent warm weather returns this spring, Castle Rock Construction will resume temperature-dependent construction activities including asphalt paving. Limited construction operations will continue through the winter.

Project accomplishments to date include:
  • Reconstructing over 16 lane-miles of CO 115 with asphalt pavement from Roca Roja Circle to south of Barrett Road (70 percent complete)
  • Placing over 75 percent of the total concrete pavement planned for the project from Rock Creek Canyon Road to Roca Roja Circle
  • Widening several sections of CO 115 to accommodate future turn lanes and passing lanes
  • Providing drivers a smoother ride since all open travel lanes through the roughly 12-mile work zone are placed on new permanent pavement
  • Placing 12,000 feet of guardrail (90 percent complete)
  • Repairing three bridges (90 percent complete)
  • Replacing the bridge over Rock Creek (80 percent complete) – the top 1-inch surface will be placed in spring/summer 2024
  • Installing final erosion control measures and slope stabilization (50% complete)
  • Setting 4,000 feet of wildlife fencing south of Rock Creek Canyon Road

Periodic mid-day alternating traffic control possible on CO 115 this winter


In order to address safety-critical work items, the contractor will use intermittent lane closures with northbound and southbound traffic alternating on CO 115 from 10 a.m. to 2 p.m. during the winter months. Drivers should be prepared to stop for flaggers. 

Safety is a priority and driving cautiously through the work zone is imperative. The work zone speed limit is reduced to 45 mph and an oversized vehicle width restriction is in place. Additional signs reinforce no passing zones and rough road conditions. Aggressive and impaired drivers can be reported to Colorado State Patrol by dialing *277.

CDOT Winter Driving Tips

  • Travelers are urged to “know before you go.”
  • Gather information about weather forecasts and anticipated travel impacts and current road conditions prior to hitting the road. 
  • Avoid or limit driving during the brunt of the storm
  • If you plan to travel, know before you go by checking out the latest weather conditions and visiting COtrip.org for road conditions
  • Make sure your vehicle is winter-ready with the appropriate tires for the weather and have a snow emergency kit
  • Once you are out on the road, take it slow, no sudden stops and leave plenty of following distance
  • Give plows space! Stay back three to four car lengths from snowplows

About the Project


The Colorado Department of Transportation is constructing a major improvement project on CO 115 between Colorado Springs and Penrose. This project improves road and bridge safety on CO 115 from MP 27.7 to MP 39 by adding passing lanes, right turn lanes, reconstructing Rock Creek bridge, and performing major rehabilitation or reconstruction of cracked and distressed pavement.

Construction completion is anticipated in summer 2024. Work activities are weather-dependent, and the schedule is subject to change.
