National Performance Measures
Under the latest Federal transportation funding authorization bill, the 2021 Infrastructure Investment and Jobs (IIJA) Act, each state is required to set targets for and report on the progress of performance metrics related to the surface transportation system of the U.S. Under this legislation, new national performance data have been established to give decision-makers on a federal level an indication of the condition and operation of the National Highway System (NHS).

1State DOTs must achieve significant progress in at least four of the five performance measures to avoid financial restrictions. Safety targets are established annually in the State Highway Safety Improvement Program report and represent projected five-year rolling averages for 2023–2027.
