Revenue & Expenditures

Colorado Revised Statute (C.R.S. § 24-72.4-101) requires executive agencies to have all revenue and expenditures searchable in an online database, including gross year-to-date payments made to employees.

The Colorado Transparency Online Project (TOP) system, established by an executive order in 2009, fulfills this statutory requirement. Use the links on this page to track CDOT revenues, navigate expenditures, and research department payroll that is sortable by fiscal year.

CDOT Annual Budget

Every year, CDOT creates an annual budget and allocates expected revenue from both state and federal sources into budget categories that include:

  • Construction
  • Maintenance and Operations
  • Multimodal Programs
  • Sub-allocated Programs to Local Agencies

The budget is approved by the Transportation Commission annually, before its inclusion into the LONG Bill with the rest of the executive branch and voted on by the Colorado General Assembly. Explore the CDOT annual budget, current expenditures by budget category, and the long-range financial plan.
