About the Program

The transportation sector now represents the largest single source of Colorado's greenhouse gas emissions. If the state is to meet its ambitious goals for tackling climate change - and for reducing the criteria pollutant emissions and congestion that impact so many Coloradans' health outcomes and livelihoods - allowing and incentivizing Coloradans to make travel choices that optimize the state's transportation network will be essential. 

The Strategic Transportation Demand Management (TDM) Grant Program was developed by the Office of Innovative Mobility to support communities and organizations as they expand and enhance existing trip-reduction initiatives - and develop new and innovative projects and programs - capable of meeting Colorado's evolving transportation challenges.

Grant Applications

Opportunity 1: TDM Innovation Grant

The application window for the TDM Innovation Grants opened April 18, 2022. Applications are due by 11:59PM on May 18, 2022.

The Innovation Grant opportunity provides funding for projects that incentivize innovative ideas that help TDM reach new audiences, address current TDM gaps, and scale up existing best practices to expand their impact. 

Applicants may be awarded up to $50,000 per project over a one-year grant period in support of the program goals:

  • To demonstrate effective and replicable approaches to TDM programming that address underserved populations/areas of the state and identified gap areas and challenges in contemporary practice.
  • To foster the creation of innovative solutions and technologies that reduce single occupancy vehicle trips and encourage the use of alternative modes of transportation.
  • To encourage the use of partnerships between entities to enable transportation demand management initiatives with a multi-region or statewide reach.
  • To provide safe access to economic opportunity and mobility for people of all ages, incomes and abilities, including vulnerable users. 
  • To reduce greenhouse gas and criteria pollutant emissions by reducing vehicle miles traveled by personal vehicles.

Opportunity 2: TMO Seed Funding Grant

The application window for the TMO Seed Funding Grants opened April 18, 2022. Applications are due by 11:59PM on May 18, 2022.

TMO Seed Funding Grant opportunity provides funding to establish new TMOs in currently un-represented areas of the state and to add new perspectives to the TDM conversation that have the potential to increase TDM success in non-urban areas.

Applicants may be awarded up to $100,000 per project over a two-year grant period in support of the program goals:

  • To support the creation of financially sustainable TDM programs that enhance the capacities and efficiencies of their local and regional transportation networks and support stakeholders in voluntary efforts to reduce trips, emissions, and travel impacts.
  • To support economic development by normalizing and encouraging telecommuting as a best work practice for employers. 
  • To provide safe access to economic opportunity and mobility for people of all ages, incomes and abilities, including vulnerable users. 
  • To reduce greenhouse gas and criteria pollutant emissions by reducing vehicle miles traveled by personal vehicles.
