Under the design-build process, the same contractor is responsible for the project's design and construction. Under the design-build contract, CDOT provides a general concept of the plan, and the contractor is responsible for most of the details, many of which are worked out as the project proceeds. Employing design-build, construction begins before the project design is complete. The design-build process frequently results in projects being completed more quickly than projects constructed using the more common design-bid-build process.

Using the design-build process, CDOT establishes project scope, goals and design criteria and selects a team based on “best value,” which often enables CDOT to expand the scope of work and stretch limited project funding.
