Project Background

Federal Boulevard has been the subject of multiple planning studies and outreach efforts. Of note, the Federal Boulevard Framework Plan (Plan) was adopted by the Adams County Planning Commission in September 2014. Page 20 of the Plan expands on past planning efforts and the reason for the median islands. The Plan involved an extensive public outreach process, which is described starting on page 50. Appendix K provides an illustration and summary descriptions of the long range vision for the Federal Boulevard corridor. 

Concurrently, the Tri-County Health Department and agency partners are finalizing the Federal Boulevard Health Safety Assessment, which will provide recommendations for better healthy outcomes, particularly in the areas of reducing obesity and and reducing traffic accidents. Median islands are one of the safety enhancements that will help improve the balance between vehicle, pedestrian and bicycle modes of travel.
