I-25 & Arapahoe Road Bridge Replacement
About the Project
- replaced the old I-25 bridge over Arapahoe Road;
- improved the interchange complex to reduce congestion; and
- improved traffic operations and safety.
CDOT contracted with the David Evans and Associates/Hartwig & Associates team to complete the project design, and selected Kraemer North America as the general contractor.
Project Background
Multiple studies have been completed to determine the best solution to traffic and safety issues at the I-25 and Arapahoe Road interchange:
- Arapahoe Road Corridor Study, I-25 to Parker Road – completed November 2007
- I-25/Arapahoe Interchange System Level Feasibility Study – completed June 2008
- I-25/Arapahoe Interchange Environmental Assessment and Finding of No Significant Impact – completed February 2013

Design
In early 2014, field work was completed to gather detailed data. This included traffic counts, survey, geotechnical borings and utility locates. Preliminary design plans were completed in February 2015. Ninety percent of the design was completed in October 2015. Final design completed the end of 2015. Construction began in May 2016 and was substantially completed by spring 2018. Find more schedule information.
Funding & Estimated Cost
Federal and local entities funded this $66 million project. For funding details submit a records request.
CDOT’s Responsible Acceleration of Maintenance and Partnerships (RAMP) funding program, Federal and Local entities are all providing funding for this project. RAMP funding will be utilized for the construction phase and is estimated to be $50.4 million, with Local entities providing matching funds for a total of $66 million for construction. $6 million has been allocated for design and is comprised of Federal and Local funds.
Arapahoe County, the City of Centennial, the City of Greenwood Village and the Southeast Public Improvement Metropolitan District will provide the local matching funds.
Project Facts

Look Ahead
Keep in mind that construction on the I-25 and Arapahoe Road interchange project will be dynamic, with crews working in different areas of the project at the same time between Quebec Street on the west, and on Dayton Street on the east.
Here is what you can expect in summer and fall 2016:
- I-25 bridge girder set and deck pour requiring various overnight closures of Arapahoe Road and lane restrictions on I-25
- Realigning northbound lanes of I-25 to the east
- Phase 2 of I-25 bridge demo requiring a full weekend closure
- Re-routing the frontage road in the northeast quadrant of the interchange
- Installation of temporary fencing behind the homes along Arapahoe Road and Yosemite Street
- Continuous utility relocations and wall work
Due to ongoing construction activity in this area and nighttime travel impacts, alternative transportation modes are encouraged. Project Schedule
Estimated dates of key milestones in the project schedule are listed below.
- Final design completed end of 2015
- Construction began in May 2016
- Construction substantially completed by summer 2018
- Keep in mind that construction will be dynamic with crews working in different areas of the project at the same time between Greenwood Plaza Boulevard on the west and Clinton Street on the east. All work is weather dependent and subject to change.
Agency & Public Involvement
Extensive public and agency input was used to shape the Improved Partial Cloverleaf Action Alternative during the Environmental Assessment phase (which was completed with the approved Finding of No Significant Impact in February 2013). Public and stakeholder coordination continues to occur during this design phase. Project notices have been sent to inform individuals on the project mailing list and media contacts at key project milestones, and meetings have been and continue to be held with affected stakeholders.

Public Meeting #3 - The I-25 and Arapahoe Interchange Reconstruction project team held the third public meeting on April 14, 2016 at Good Shepherd Episcopal Church, 8545 E. Dry Creek Road. The meeting was held in an open house format with display boards illustrating construction phasing, anticipated detours, business access, etc. Members of Kraemer and CDOT were stationed at the boards to answer specific questions from the public.
Public Meeting #2 – The design project’s second and final public open house was held on October 22, 2015 at Good Shepherd Episcopal Church, 8545 E. Dry Creek Road to present the final design of the interchange and roadway improvements. Details of the aesthetic treatments, construction phasing, and necessary property acquisition and easement locations were displayed.
Public Meeting #1 - The design project’s first public meeting was held on April 23, 2015 at Good Shepherd Episcopal Church, 8545 E. Dry Creek Road). The meeting was held in an open house format, to present the planned roadway and interchange improvements based on the 30% preliminary design. Details of the noise abatement walls for Walnut Hills homes were shown, as well as necessary property acquisitions and easements in the interchange’s northeast quadrant related to the realigned frontage road.

Planned Improvements
Summary of Improved Partial Cloverleaf Interchange Improvements
The planned improvements to the I-25 and Arapahoe Road (State Highway 88) interchange complex will reduce congestion and improve traffic operations and safety.
Final design has been completed, and construction began in May 2016.
The existing partial cloverleaf interchange will be improved through implementation of the following project elements:
- Reconstruct the I-25 bridge over Arapahoe Road and provide three through lanes on Arapahoe Road under the I-25 bridge with a single barrier separating east/west traffic
- Realign the frontage road in the northeast quadrant of the interchange
- Construct an additional westbound lane on Arapahoe Road from Yosemite Street to Greenwood Plaza Boulevard
- Widen Yosemite Street from Yosemite Circle on the north to Xanthia Street on the south
- Construct two noise walls: one along Yosemite Street south of Arapahoe Road to Xanthia Street, and another along the south side of Arapahoe Road from Uinta Street to Yosemite Street
- Provide triple left turns from the I-25 off ramps
Key Elements of Planned Improvements
Construction Phasing Timeframes
Benefits of the Improvements
Benefits to Through Traffic
- Unconstrained lanes in each direction on Arapahoe Road will improve through traffic capacity
- Auxiliary lane improvements along Arapahoe Road and Yosemite Street will improve traffic flow
- Travel time on Arapahoe Road through the interchange complex (Greenwood Plaza Boulevard through Dayton Street) will decrease by 30 – 50% in 2035, compared to no action
- Level of Service (LOS) will be improved by at least one grade for most intersections, improving travel times by up to 50% along Arapahoe Road through the interchange complex
Benefits to Ramp Traffic
- Eliminating the existing bridge piers allows triple left turns from the I-25 off ramps
- With the existing geometric constraints eliminated, large trucks can better negotiate the southbound I-25 to eastbound Arapahoe Road left turn
- Southbound off ramp traffic will no longer queue into the I-25 through travel lanes, improving safety
- Ramp LOS in 2035 is projected to improve to LOS B/C (compared to LOS C/F with no action)
- Adding auxiliary lanes at the Yosemite Street and Boston/Clinton Street intersections will allow the ramp traffic to clear the interchange area
Benefits to Interchange Operations
- Traffic signal timing will be optimized to maximize efficiency through the interchange
- The substandard clearance of the existing I-25 bridge over Arapahoe Road will be corrected
- Congestion will be reduced, lowering accident rates (nearly half of all accidents are congestion related)
Benefits to Walnut Hills Neighborhood
- Two noise walls will be constructed adjacent to Walnut Hills to address traffic noise impacts
- Landscaping along Arapahoe Road and Yosemite Street will enhance the physical environment
- Sidewalks will be widened and detached when right-of-way allows to enhance accessibility and pedestrian experience
- Improved traffic flow along Arapahoe Road may minimize traffic diverting into neighborhood
- Potential to underground existing overhead utilities
Benefits to Businesses
- Frontage road realignment to facilitate construction will improve access to the northeast quadrant of the interchange and provide opportunity for enhanced landscaping
- A new northbound right turn lane on Yosemite Street at the Yosemite Circle intersection will better accommodate truck access into the northwest quadrant of the interchange
