Flowchart C-1-0 FTA Capital Construction: Wage Determination Process

  1. Start: The Subrecipient prepares the project documents for project advertisement.
  2. The Subrecipient provides the project details to the Colorado Department of Transportation (CDOT) Civil Rights Business Resource Center (CRBRC) office and requests the correct wage determination(s) to incorporate into the advertisement package.
  3. The CRBRC identifies the proper wage determination(s) for advertisement (see figure 1-1) and provides it to the Subrecipient.
  4. The Subrecipient inserts the correct wage determination(s) in the ad package.
  5. The Subrecipient confirms the wage determination is still valid during advertisement (see figure 1-2).
  6. Decision Item: Is the project delivery method design-bid-build?
    • If yes, continue to step 7
    • If no, continue to step 12
  7. Is a revised wage determination published 10 days or more than bid opening?
    • If yes, continue to step 8
    • If no, continue to step 9
  8. The Subrecipient updates all applicable wage determination(s) in the advertised project.
  9. The Subrecipient leaves the existing wage determination in place.
  10. Decision Item: Is a revised wage determination updated less than 10 days prior to bid opening?
    • If yes, continue to step 11
    • If no, no additional documentation is required
  11. The Subrecipient completes the Wage Determination Acknowledgement form and provides to the Civil Rights Business Resource Center. The Civil Rights Business Resource Center uploads the form in eDocuments of LCPtracker.
  12. Decision Item: Is the project delivery method design-build?
    • If yes, continue to step 13
    • If no, see step 6.
  13. The Subrecipient confirms the wage determination is still valid during advertisement (see figure 1-3).
  14. The process ends
