Emerging Small Business

The ESB program is a CDOT specific race and gender neutral small business program authorized by the Colorado legislature to promote competition for CDOT construction, professional service, and research contracts. CDOT is the only certifying agency for the ESB program and ESB certification does not qualify a firm to apply to goals for other agencies.
