Specification Changes Under Consideration

Listed below are proposed changes to the 2025 Standard Specifications under consideration by the CDOT Specification Committee.

207-1-fy25 General comment regarding this specification change:  This specification was completely rewritten and reviewed by Region Environmental, Design, and Construction Engineers, as well as reviewed by Keith Wakefield, Area Engineer at the time of rewriting.  Keith Wakefield was the PE on the pilot projects, and this specification reflects his comments and suggestions that the former version, currently a Standard Special, did not. 9.4.25

Support documentation
An update to the manufactured products section of our Buy America specifications is necessary to comply with the recent elimination of the 1983 Manufactured Products
Waiver. This revision will require an additional certification statement be provided by the manufacturer of a manufactured product, that the final assembly of the
manufactured product occurred in the United States. This is in addition to a certification statement that any iron/steel used in the manufactured product is Buy America
compliant. Additionally, language was added that requires the certification be provided before the manufactured product is installed or paid for. This specification will apply to those projects with $500K or more in federal-aid highway funding, with a construction phase federal funding obligation date on or after October 1, 2025. This revision was accepted by the Materials Advisory Committee meeting on 7/16/2025 through the standard presentation/voting approval process.		 9.4.25
106-2-fy26 A modification to the existing standard special provision related to Buy America
requirements for those projects with less than $500K in fed-aid highway funding is being
presented. With the incorporation of the prior Buy America into the 2025 Standard
Specifications book, which included the definitions section, definitions in the Standard
Special are no longer needed as they are duplicated. The attached standard special
provision deletes the definitions portion. This specification will apply to those projects
with less than $500K in federal-aid highway funding or no federal-aid highway funding.
This revision was accepted by the Materials Advisory Committee meeting on 7/16/2025

206-1-fy26 To improve reporting projects engineers, increase safety, and reduce risk. 9.4.25

Contractors who are members of Colorado Contractors Association (CCA) should direct their comments to Eldon Strong at CCA.
