EPB Welcomes Ken Howlett!

New Permanent Water Quality and Illicit Discharges Programs Manager

Ken brings a wealth of knowledge and skills with him from Department of Maintenance & Operations, where he worked with Regions and HQ staff to support permanent water quality, landscape architecture, post construction establishment phase, roadside vegetation, statewide noxious weed coordination and management, pollution prevention and good housekeeping, and general environmental concerns and questions associated with wetlands, wildlife, water quality, as well as required environmental permits for waste generation, air quality and pesticides from the CDOT maintenance sections.

He is an environmental steward and a committed CDOT public servant with over twenty years serving the traveling public and protecting Colorado's natural resources. Ken is an excellent addition to the Water Quality Section, and he looks forward to working with the regions and maintenance sections to provide continued guidance, support, and regulatory compliance.

In his new role in the Water Quality Section, Ken will be responsible for region support with projects installing permanent water quality control measures, working with region environmental and maintenance staff to ensure PWQ Program deliverables are complete and timely, and assessing MS4 permit risk for the PWQ and Illicit Discharges programs.
