2019 Emerging Mobility Impact Study

This study is the result of Senate Bill 19-239, which was signed into law by Gov. Jared Polis on May 31, 2019

Study Overview

In May 2019, the Colorado State Legislature passed Senate Bill (SB) 19-239, which directed the Colorado Department of Transportation (CDOT) to convene a group of appointed stakeholders (the Working Group), conduct a study, and solicit policy recommendations. The Working Group was charged with evaluating impacts of the emerging mobility providers and providing feedback on a range of potential fee structures on motor vehicles used for commercial purposes, as defined by SB 19-239, that could be used to encourage the use of zero emission vehicles (ZEVs) and shared rides in emerging mobility providers.
