Clean Transit Enterprise Reports & Roadmaps
The Clean Transit Enterprise (CTE) 10-Year Plan was approved by the CTE Board in May 2022. It describes how CTE will reduce and mitigate the adverse environmental and health impacts of air pollution and greenhouse gas emissions produced by retail deliveries through enabling the widespread adoption of transit zero-emission vehicles.
The plan reflects the vision and expertise of the CTE Board along with valuable input from Colorado’s transit agency partners, transit advocates, public stakeholders and staff from CDOT’s Office of Innovative Mobility and Division of Transit and Rail. This plan provides background information on transit fleet electrification, identifies anticipated CTE revenues and expenditures, explores various policy and process issues associated with standing up transit zero-emission vehicle grant programs and discusses a potential program structure.
The CTE anticipates updating the plan in FY27 to incorporate evolution in the Zero-Emission Transit Vehicle Programs and changes associated with implantation of the SB24-230 programs.
The 2021 Transit Zero Emission Vehicle Roadmap is a comprehensive and adaptable guide for transit agencies, key stakeholders and the State of Colorado to implement the zero emission transit strategies contained within the Colorado Electric Vehicle Plan: 2020 EV Plan, helping bring clean transit options to all Coloradans.
The Roadmap provides a transit electrification strategy for the State of Colorado to stage, support and incentivize transit agencies to transition toward technologies that achieve the greatest fuel economy, maximize greenhouse gas and other emissions benefits and set the stage for a zero-emission future.
- The CTE is currently conducting a Regional Transportation Authority (RTA) Best Practices Study; completion is expected by March 31, 2026.
