About the Study

The Colorado Department of Transportation is finalizing the design of a new interchange on Interstate 25 at Exit 108 (Purcell Boulevard) just north of Pueblo. The project will incorporate features to improve safety and mobility while accommodating projected traffic volumes. Construction is anticipated to begin in 2027.

Current project plans include:

  • New bridge structure(s) over Purcell Boulevard with added height and width to accommodate increasing traffic and larger vehicles
  • Roundabout development west of the interchange to facilitate traffic entering and exiting I-25
  • Roadway and ramp reconstruction
  • New Rest Area facility one-half mile west of I-25 featuring:
    • Energy-efficient building
    • Multiple fixtures for men, women and families
    • Picnic shelters
    • Pet relief area
    • Mobility hub
    • Parking for trucks, cars and buses

The purpose and need for the I-25 Exit 108 Interchange Reconstruction project is to replace a structurally deficient and functionally obsolete box culvert under I-25 with a modern interchange. 

A new Rest Area will be built just west of the interchange serving both directions of I-25 with parking for busses, commercial motor vehicles (50) and cars (95). The Rest Area has the capacity to add a transit hub, park and ride spaces, and increased freight parking.

The project is designed to improve safety, increase operational efficiency, and allow for a safer travel experience. This includes local residents, long-distance travelers, businesses and freight operators.

CDOT is designing a new rest area west of Interstate 25 at Exit 108 (Purcell Boulevard). The new rest area facility will accommodate both north- and southbound motorists on I-25. The proposed design will provide 12 fixtures for men, 12 for women and two family restrooms. The grounds will have nine picnic shelters and one large picnic area; a fenced pet relief area, separated truck, car and bus parking with 50 truck spaces and 95 car spaces; sidewalks and crosswalks to safely access the building. The location provides access to municipal water and sewer facilities and has the capacity to add a transit hub, park and ride spaces and increased freight parking.
