Out of State Applicants

Prior to applying for DBE Certification in Colorado, firms must be certified in their home state.

  • Any and all documentation related to a DBE certification the firm may have in any state
  • Repackaging and uploading documentation into the categories required by CDOT's Business Management System

Interstate Application Review Process

CDOT processes interstate DBE applications as quickly and efficiently as possible. Applications are assigned to an analyst for review on a first-in, first-assigned basis. Our goal is to make an eligibility determination within 60 days from the date the application is complete. The following steps outline the basic process for interstate DBE applications:

  1. Submission: Once your application has been submitted through the online system, you will receive an instant notification confirming submission. Applications that are incomplete or that include insufficient supporting documentation will not be processed until all necessary documents are received by CDOT.
  2. Application Verification: The application will be assigned to an analyst. The analyst will conduct a preliminary review to determine if the application is complete and includes all of the required documents listed above. If the application is incomplete, the applicant will be sent a request to provide the missing information. Please respond to all requests for information within 15 business days. If you do not respond, CDOT may make a determination based upon the information provided.
  3. Home-state on-site: The analyst will obtain a copy of the on-site interview transcript or report conducted by the home-state certifying office.
  4. File Review: The analyst will review all documents submitted by the applicant, including information from the on-site interview, and will prepare an eligibility recommendation. The recommendation includes work types the firm is eligible for as a DBE.
  5. Approval: If the application is approved, the applicant will be notified that it has been certified and placed on the Colorado UCP DBE Directory.
  6. Denial: If CDOT finds an out-of-state applicant is not eligible for certification, CDOT will issue a letter stating the specific reasons the firm is not eligible. The letter will provide the firm with an opportunity to respond to CDOT's reasons for not certifying the firm. In its response, the firm must demonstrate that it meets the eligibility requirements with respect to the issues raised by CDOT. After the firm has responded, CDOT will issue a final written eligibility determination. If the determination is to deny, the applicant may appeal to US DOT within 60 days.
