District 9: Lisa Hickey

Commissioner Lisa (Elizabeth) Tormoen Hickey was appointed in December, 2020 to serve Colorado’s Transportation Commission District 9, which includes El Paso, Teller, Park and Fremont Counties.

Commissioner Hickey is an attorney based in Colorado Springs, primarily focusing her practice on energy regulation by state utility commissions in Colorado and throughout the Intermountain West, after years of practice in business and commercial real estate transactions, medical practice administration and serving as counsel for several local governments. 

Commissioner Hickey leads several nonprofit organizations, having served on the boards of the Palmer Conservancy, Trails and Open Space Coalition, the Choral Society of the Pikes Peak Region, and the Colorado Springs Cycling Club. 

As Commissioner, Commissioner Hickey serves on the Small Business and Diversity Committee, the Mobility Systems Committee, and Freight, Regional and Interstate Committee.  Her term expires on July 1, 2023.
