Notice of Funding Availability (NOFA)
Overview
The Colorado Department of Transportation (CDOT) Division of Transit & Rail (DTR) is issuing a Notice of Funding Availability (NOFA) calling for applications for 2027 Operating & Admin, Mobility Management, and Planning (O/A/MM/Planning) projects for the following three Federal Transit Administration (FTA) transit programs:
- FTA 5304 Statewide and Nonmetropolitan Transportation Planning and Research Program (49 U.S.C. 5304)
- FTA 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Program (49 U.S.C 5310)
- FTA 5311 Formula Grants for Rural Areas Program (49 U.S.C. 5311)
Please review the NOFA document for information on available funding programs, applicant and project eligibility, local match requirements, application preparation and submission guidelines, evaluation criteria, DTR application review process, and the schedule for this call for projects.
If your agency has never received transit funds from DTR, or has not received transit funds in the last five years, you will need to complete the New Applicant Questionnaire and submit it via email. Completed New Applicant Questionnaires are due by 11:59 p.m. MT on Friday, May 1, 2026.
Applications are available online in COTRAMS (Colorado Transit & Rail Awards Management System). Three applications have been released for COTRAMS community users: one for Operating (and Admin), one for Mobility Management, and one for Planning.
A note about FTA Section 5310 funds: FTA 5310 funds are made available in three separate population categories: rural, small urban, and large urban. DTR only administers funds for rural and small urbanized areas. Funds for large urbanized areas are administered by the MPOs/COGs.
Applications for 5310 and 5311 funds, including 5311 Baseline Allocations, are due by 11:59 p.m. MT on Friday, May 29, 2026. Applications for 5304 funds are due by 11:59 p.m. MT on Friday, June 12, 2026.
Late applications will not be accepted.
