CDOT Performance Plan
Each fiscal year on July 1, CDOT produces a Performance Plan, required under Colorado Revised Statute C.R.S. § 2-7-204, known as the State Measurement for Accountable, Responsive and Transparent (SMART) Act. The Performance Plan is CDOT’s strategic roadmap that informs our employees, customers, and partners with our Wildly Important Goals (WIGs) for the upcoming fiscal year. CDOT’s WIGs are ambitious, short-term goals that align the Governor’s Key Priorities with the Department’s strategic priorities.
For fiscal year 2024-25, the CDOT WIGs are:

- Clean Transportation
- Statewide Transit

Policy Directive 14.0 (PD 14)
Policy Directive 14.0 (PD-14) provides performance objectives to measure the success of the Department’s efforts to improve in the key goal areas of Safety, Asset Management, and Mobility. The performance objectives and targets inform the implementation of the Statewide Transportation Plan and 10-year Vision Plan by focusing transportation investments on the Statewide Transportation Improvement Program (STIP) and the annual budget. PD-14 aligns with goals and concepts from the Department’s Wildly Important Goals (WIGs), Transportation Commission Guiding Principles, Governor’s “Key Priorities”, and performance objectives required under the Infrastructure Investment and Jobs Act (IIJA) of 2021.
