The three U.S. Army Corps of Engineer districts in Colorado have approved the statewide use of the Colorado Stream Quantification Tool (CSQT) Version 1.0. Colorado Mitigation Procedures (COMP)

The three U.S. Army Corps of Engineer districts in Colorado have approved the statewide use of the Colorado Mitigation Procedures (COMP) Version 2 within the State of Colorado. The Special Public Notice states: "The COMP outlines the steps the Corps Districts in Colorado will take regarding compensatory mitigation evaluations and provides statewide predictability and consistency in the Corps’ compensatory mitigation determinations. Specifically, the COMP standardizes the Corps’ compensatory mitigation procedures for quantifying wetland and stream losses (debits) and compensatory mitigation (credits)." Functional Assessment of Colorado Wetlands (FACWet)

In 2005 the CDOT Research Branch funded the initial development of a wetland functional assessment method. Colorado State University won the contract and completed the task in 2009. Since then the primary investigator, Dr. Brad Johnson, has tested, validated, taught, and revised the method in collaboration with CDOT and others. FACWet Applicability on CDOT Projects
When a CDOT project, FHWA-funded local agency project, or a project affecting CDOT right-of-way is proposed to permanently impact 0.1 acre or greater of wetland habitat, a FACWet analysis is required. "Wetland habitat" here refers to the U.S. Army Corps of Engineer definition based on hydrology, hydric soils, and hydrophytes and is independent of Clean Water Act jurisdiction. Additionally, the FACWet analysis should be completed during project environmental clearance work and used to determine avoidance, minimization, and compensatory requirements.

FACWet Applicability in Section 404 Permitting

Water Quality and Wetlands

Prepared by the Water Quality Control Division (WQCD) of the Colorado Department of Public Health and Environment, the Colorado 2012 Integrated Water Quality Monitoring and Assessment Report summarizes water quality conditions in the State of Colorado. This report fulfills Clean Water Act section 305(b) that requires all states to assess and report on the quality of waters within their State. This report fulfills Colorado’s obligation under the Clean Water Act and covers the 2010-2011 two-year period.

The 2012 report has a new wetland section provided to the WQCD by the Colorado Natural Heritage Program. The section reports on the current status of wetland monitoring and protection in Colorado.
