Congestion Mitigation Air Quality (CMAQ)
Program Overview
The Congestion Mitigation and Air Quality Improvement (CMAQ) program is a federally funded program for transportation projects that improve air quality. CMAQ funds support state- and locally-selected transportation projects to help communities meet the requirements of the Clean Air Act and its amendments. These projects:
- Reduce mobile source emissions
- Are located in current or former areas in nonattainment or maintenance of the national ambient air quality standards for ozone, carbon monoxide, and/or particulate matter
The majority of CMAQ funds are awarded through Metropolitan Planning Organizations (MPO) and Transportation Planning Regions (TPR) in which nonattainment and maintenance areas are located (listed below). A small portion of CMAQ funds are allocated by CDOT to eligible activities such as Bustang. Please contact your MPO or TPR for information on the application process.
Eligible Projects
CMAQ funds are available for transportation projects that will improve air quality in nonattainment or maintenance areas by reducing mobile source emissions. Eligible projects may include but are not limited to:
- Electric vehicles and charging stations
- Diesel engine replacements and retrofits
- Transit improvements
- Bicycle and pedestrian facilities
- Shared micromobility systems

Reporting Requirements
CDOT works with MPOs and TPRs to compile annual CMAQ reporting for FHWA.
