Priority Active Connections Explorer

The Priority Active Connections Explorer (PACE) is a statewide, map-based tool designed to support data-informed decision-making for active transportation investments along the state highway system.
Developed as part of the Colorado Active Transportation Plan (ATP), PACE helps CDOT and its planning partners identify and compare locations for improvements by evaluating active transportation needs across the entire state highway system in one-mile segments.
How it Works
Using 14 data inputs tied to the ATP’s four goal areas—Safety, Equity, Mobility, and Connected Communities—PACE assigns a score to each highway segment. Higher scores indicate greater need and opportunity for investment in bicycle and pedestrian improvements. This consistent data framework allows for both broad statewide analysis and detailed corridor-level assessments.

Tool Functions
PACE offers three core ways to explore and analyze the state highway system:
- Heat Map: Provides a visual overview of total scores across the state, with the ability to zoom in for detailed segment breakdowns.
- Filter: Highlights priority locations based on specific geographic areas or ATP goal priorities.
- Compare: Allows users to assess and compare the suitability of two different one-mile segments or multi-mile corridors.
